Main Attributions and Main Objectives

The Directorate-General of Customs is the service that has as its mission, in accordance with the policies defined by the Government and the community rules:

    To exercise control of the external border of UEMOA and the national customs territory for fiscal, economic and social protection purposes, in particular in the area of ​​public health and safety;

    In general, the DGA is responsible for:


    Settlement of duties, taxes and other customs and fiscal charges and Management of exemptions;
    Improve the economic competitiveness of Guinea Bissau;
    Protect the Industry of the Country against illegal commercial transactions;
    Facilitate International Trade;
    Ensure the proper implementation of international treaties;
    Ensure the prevention and suppression of fraud, evasion of rights and other charges and illicit trafficking in goods;
    Define and implement the customs policy (including the adoption of legal provisions of the Community customs union) in line with the country's overall development policy and regional programs;
    To study and establish cooperative relations with organizations and institutions related to international trade;
    Systematize and order the statistics of foreign trade and make it available to state and interested bodies;
    Protect IPRs and consumers from counterfeit products;
    Manage sanitary and phytosanitary standards for food and animals;
    Control the lawful traffic in arms and fight against their illicit traffic;
    Fight against illicit trafficking in drugs and psychotropic substances;
    Facilitate transactions in cases of natural disasters;
    Fight against money laundering and terrorist financing;
    Protect endangered flora and fauna;
    Combating commercial transactions of toxic waste and hazardous products

    In performing its duties, the DGA will work closely with the other services of the Ministry of Economy and Finance that intervene in the tax administration, especially with the DGCI.
    The DGA is headed by a Director General.
    The DGA comprises the following services:
    The Directorate of Internal Audit Services;
    The Directorate of Administration, Finance and Heritage Services;
    The Directorate of Human Resources and Training Management Services;
    The Information Technology and Statistics Department;
    The Legal and Litigation Department;
    The Technical Services Department;
    The Directorate of Communication, Documentation and Customs Cooperation Services;
    The Anti Fraud Services Directorate.
